Breadsall is a village in Erewash borough, just outside the Derby City boundary, so Derbyshire County Council is its highway and lead local flood authority. During Storm Babet, on 20 October 2023, six homes on Brookside Road, Moor Road and Rectory Lane flooded inside when the Dam Brook and Boosemoor Brook overflowed, according to the county council's investigation.

On Brookside Road the flooded brook overwhelmed the sewer, which surcharged and flooded a home that had a flood gate across its drive; at a Moor Road house, water came up through the floor. The county council has been studying natural flood management for the Dam Brook, such as leaky dams and new woodland.

The local ground is river alluvium (gravel, sand, silt and clay). The brooks, including their culverted sections, are the responsibility of the landowners they run through.
